a lot of people aren't taking them for some reason, maybe they don't like them. maybe they're too hard. >> that's it, have a great weekend, see you back here on monday, special report is next. >> this is a fox news alert, police and the fbi in oklahoma city are trying to find out why a man just fired from a food processing plant beheaded one employee and stabbed another before being shot by a company official. authorities say there may be a connection to radical islam and the recent beheadings by isis terrorists. chief intelligence continue kathleen harris has more. >> reporter: police are investigating the suspect's background and if he was a muss limb convert, whether it played any role in the attack. the moore, oklahoma police department released the 911 call. >> we don't know where the person ran, he went through the

front office, he stabbed a woman in our customer service department. can you hear this in the background? >> is that him, he's back? >> yeah, it sounds like he's running around out here. >> and that's a begin shot. >> that's a gunshot? >> the 30-year-old suspect alton nowlan had been fired from his job at the vaughn food packing plant just before he went on that rampage, beheading 54-year-old colleen up barred. >> he did kill colleen and did sever her head. >> after speaking with nowlan's coe workers, the moore oklahoma police department also confirmed the following, that nowlan had recently tried to convert several employees to islam and gave several statements at the murder scene, the fbi was called in. the local tv station reported tonight that nowlan shouted

islamic phrases but there was no independent confirmation of that fact. and federal employees are saying it's still too early to judge whether self-radicalization or mental illness played a part in this attack. we are getting a look at the price tag for u.s. efforts against isis. but questions remain about what role congress will play and how this will affect presidential and midterm politics. james rosen on the 2016 politics of the syria strikes. doug mcelwain on the role of congress now. ed henry, how much is the war costing to far? >> reporter: at the beginning of the year, chuck hagel defended the president's big defense cuts saying this is the first budget that reflected that we were transitioning out of 13 years of war. now he and general dempsey are saying the hop sit. as the air force released the first images of the f-22 -- the

pentagon is spending $7 million to $10 million a day to battle isis and other militants. and they say president obama's plan to cut defense spending are now likely to change. >> it will not be an easy or brief effort. we are at the beginning, not the end. >> reporter: that warning for american taxpayers came as european allies started putting more skin in the game. belgium offering six f-16 planes to help in iraq only. while the british parliament also voted overwhelmingly to help with air strikes in iraq but not syria. >> this is not the stuff of fant sky, it is happening in front of us and we need to face up to. >> reporter: british leaders say they're acting in iraq because of an invitation from their government and it would be illegal to attack inside syria without permission from presidential assad. >> the constitution says that

only congress may declare war, yet this president has in libya and then this week in syria committed our sons and daughters to a war that is not authorized by congress. >> meanwhile, the economist magazine unveiled a brutal new cover story, suggesting the president has merely morphed into his predecessor george w. bush. the magazine noting that bush made mistakes in foreign policy but now that obama has followed with studio -- seems unwilling to -- >> i think president obama handicapped himself because he said he's the one that ends wars not begins wars and that's one of the reasons why it's skis has been so successful. >> this president has not backed massive ground wars and cited the success of their row counter terror missions in places like yemen, even though that country has fallen apart. >> if it's been so successful,

why are we pulling our embassy personnel out. >> we have been denying the terrorists the kind of safe heaviening. >> we have to get our people out there. >> what we have even in yemen is the effective deployment of a counter terrorism strategy to put continual pressure on extremist groups. >> now as for the iraqi prime minister's claims of a terror plot targeting subways in paris, and various u.s. cities t white house says he was just talking about broad concerns, not a specific plot. >> ed henry, on the north lawn, thank you. let's dig deeper now into the role of congress in all of this. many democrats have been harder on president obama than republicans when -- correspondent doug mcelway with where we are. >> a state of war has existed between the united states and the japanese empire.

>> reporter: december 8, 1941 was the last of 11 times in u.s. history that congress exercised it's constitutional duty to declare war. but in hundreds of other place where is u.s. forces have fought, from the barbary coast, to north korea to iraqi and afghanistan, an often his tanlt congress has tiptoed around an outright declaration of war. the difference between the -- has been and is today the subject of vigorous debate. >> yes, i support the president's decision to strike isis, along with our arab allies. but i do think congress has got to step up and do its duty now. >> the air strikes are effectively not happening in syria, i think it would be better to talk to congress about that. >> reporter: the white house already has constitutional authority. it comes from congress's 2002 authorization for military force in iraq. but even some in president obama's own party believe the authorization is outdated.

syriaorish rack operations, that's unusual. and may reflect the president's own ambivalence over a war he does not want to fight. >> this week's decision by the president to begin attacking isis in syria has taken the new war on terror to another level politically. tonight chief washington correspondent james rosen looks at the potential ramifications. >> if in fact it blows up and the wrong people gain control, it's going to have impact on the entire region causing potentially regional wars. >> reporter: one of many statements vice president biden made about syria during the 2012 campaign and now that that region is indeed embroiled in war, strategists differ on how the ongoing military action may affect the 2016 -- >> if biden runs in 2016, yeah, he's got to carry the obama record with him. and that's just the way that this thing works.

hillary clinton opposed them, she gave them advice, he didn't take it. so i don't think she's going to be hurt much by anything the president does or doesn't, success or failure will not afly to her. >> reporter: yet clinton has her own history on syria to contend with, while she has widely advertised that she urged -- the secretary of state publicly told cbs news in 2012 that she saw no elements within the opposition that were viable enough even to receive arms. >> the other challenge that actually both of them have is that it's showing this disarray in terms of where the democratic opposition is, when you've got the vice president and the ex-secretary of state trying to position themselves if they're trying to look political at all as they're trying to set inthat document, that will not be received well. >> reporter: make him a bigger asset on the campaign trail in this midterm cycle, yet fox news

polls show 59% of registered voters disapprove of his handling of foreign policy. and other surveys show his overall approval ratings hitting new lows even in deep blue states like california and new york. >> it's very hard to say 4 1/2 five weeks out what the impact will be on the election. the closest analogy i can think of is the 1962 campaign during cuban missile crisis when john f. kennedy and the benefits benefit frted from the strong stand. >> for certain we know from statements made by the president himself that the group will still be a problem when voters are choosing his successor. up next presidential hopefuls flock to the values

summit here in d.c. fox 29 in philadelphia with a search for an accused cop killer focuses on an abandoned hotel in the pocono mountains. fox 31 in denver where hundreds of students have walked out of classes this week to protest a planned review of advanced placement history classes. the president of the school board says the students are being used as pawns by teachers upset with the new pay plan. tonight the collapse of a pedestrian bridges over a freeway. the driver of a waste hauling truck was killed when he hit the bridge which crumbled on to the roadway, snarling traffic during rush hour. that's a look at outside the beltway on special report. we'll be right back.

potential presidential candidates hoping to get the favorite and family vote are in washington this weekend. chief political correspondent carl cameron shows us who's showing up at the values voters summit. >> reporter: the values voters summit less than six weeks before the midterms began with a stem winding teach speech from republican senator ted cruz who's not up for election this year but wants to run for president next year. >> we're standing days away from a pivot election, if you want to defend our free speech or religious liberty, vote harry reid out u. >> conservative potential policy amounts to a war on women. this year's values voters summit amounted to a definal rebuttal. >> the modern democratic party has become an extreme radical party. how do we win? we stand for life. we stand for marriage.

after weeks of calm, ferguson, missouri came back into the spotlight. tom jackson, a lightning rod police chief tried to ease tensions by marching with the demonstrators. >> as many of you, my name is tom jackson. >> reporter: this followed his release of a videotaped apology for the family of michael brown, the 18-year-old who was shot and killed by a ferguson police officer. >> i'm truly sorry for the loss of your son. >> reporter: through a representative, the family rebuffed the apology,

demonstrators clearly were not receptive. the new streetoáay clashes fol fire thursday morning that burned the makeshift memorial on the streets where michael brown was killed a rumor was spread that police intentionally burned it. demonstrators returned to the streets. >> people began to shout threatening remarks as they continued through the night, about shooting police, burning down the town. >> a beauty warehouse was looted for the third time and fire was set at a cuss tartd shop. the violence also comes after the president put this little st. louis suburb on the world stage, speaking at the u.n. general assembly. >> i know the world also took notice of the small american city of ferguson, missouri, where a young man was killed and a community was divided. so, yes, we have our own racial and ethnic tensions. >> and attorney general eric holder, the man who promised justice to the people of ferlg son, announced he was resigning. >> reporter: the department of

justice only session that the investigation into the pattern and practices of the ferguson police department is ongoing t grand jury investigating whether the officer who shot brown should be indicted has been extended, possibly into january. one source says grand jurys need to look into evidence that will keep them from making a decision until the weather gets cold and gets people off the street. another grand jury, this one in ohio has ruled the fatal police shooting of a man holding an air rifle inside a walmart was justified. 22-year-old john crawford was killed august 5 at a store in beaver creek, he says he failed to obey commands to put that weapon down. the family calls the grand jury's decision incomprehensible. a dupe you award for a journalist, revenue raiser for the government and new york city's mayor may have placed in doubt the ground hog day tradition for all his successors t grapevine is next.

different story from people who also in the know about that. >> eleanor cliff's statement earned her the quote of the year award last night at the conservative media research center's dishonors. by the way, cliff stands by her remarks. >> and finally staten island zoo officials are rethinking their annual groundhog day tradition after it came out this week that the ground hog fumbled by mayor bill deblaz owe last winter died a week later. this is the less than graceful shadow revealed on june 2. says she died consistent with injuries from a fall. but whether it was related to this particular incident is a little less clear. the "new york post" reports that since her death was uncovered, new york politicians are considering whether to be relieved of groundhog duties in the future and leave that work to the professionals.

the administration has announced that people already enrolled in obama care will be automatically renewed in their current plans. jim engel tells us that offers convenience but not without some risk. >> in notion of just sit bang and reenroll is real misleading and i think causes a lot of harm to people. >> reporter: after the disastrous rollout of the obama care website last tag, no wonder the administration wants to reenroll those already signed up in hopes of avoiding another embarrassment. but experts say that blindly reenrolling may be in trouble. >> a lot of people having hey, do you really want to continue on with a plan or do you want manager different? >> the automatic renewal is's si, it will keep people getting obama care, but you have to

we know that the public wants something to be done. but as this war wears on, and as it drains millions and billions of pounds, the public will be saying, what are we doing there and how are we going to get out? i cannot support this military intervention. >> the threat of radicalization is already here, young people have left our country to go fight for these extremists. we must take action at home, but we must also have a comprehensive strategy to defeat

these extremists abroad. this is going to be a mission that will take not just months but years. there will be troops on the ground, but they were be iraqi troops, they will be kurdish troops. >> there was something refreshing about that back and forth in parliament. the parliament, the british parliament voting today to allow air strikes to go forward in iraq, not in syria, in iraq, to authorize that. it is an authorization that has not so far happened in either front, iraq or syria, on capitol hill, there are lawmakers on both sides calling for it again. >> the constitution says that only congress may declare war. yet this president has in libya and then this week in syria, committed our sons and daughters to a war that is not authorized by congress. >> i think it's absolutely critical that congress complete the authorization that it began last week when it voted on the arming of moderate elements

syria, as much as i want to get on board, if congress doesn't authorize it, then we should stop what we're doing. okay, david, there are people who say, hey, listen, congress isn't doing it. they should do it on their own. there are people that are saying, the administration isn't pushing congress to do it what's the guiel. >> the administration is relying on the authorization for a use of military force that was brought to bear against al qaeda which the administration has said was basically in it's last throws and apparently it's not. and after the election -- >> that's the key point, after the election. >> after the election because it was not happening before. if it was going to happen before the eelection, it would have been done in september, it would van done this month. number one, the president's afraid he'll lose and this is something he really wants to do in the middle east, unlike last year, he didn't want to go to

syria, he wanted to go do congress where he would see it die. i thi the question is does the administration bring a worded resolution to congress and ask them to vote on a strategy for use of military force? if they don't, there won't be a vote and if he does, there's going to be a huge political debate over the wording of that, whether we have boots available to go on the ground whether we need them or not and things of that nature. >> it was pretty telling that parliament shows to only do air strikes in iraq not syria. >> the president got -- this president backed off the red line and he was left hanging. so there's a reason for that. what's really interesting to me about this authorization question, the president has been telling congress on a regular basis, keeping them informed and telling them that he does have authorization based on the 2001 authorization that went -- sent us to afghanistan, but also just this week, for the first time

formally cited the 2002 iraq rez lug resolution, this is a politician whose career was accelerated by his opposition to iraq, it helped him over the finish line against hillary clinton when we opposed the iraq war. and just a few months ago they wanted to repeal that iraq resolution and now they're relying on that as well as the 2000 resolution for him to transform into a wartime president. pretty interesting. >> look, technically, you can make a case that the resolution to go to war against al qaeda in 2001 would cover this because isis is a descendant of al qaeda, but it isn't as if al qaeda issues membership cards or passports so there's no way to have a straight definition of a country. so you can say this is an element of al qaeda. you can also do it on the basis of the iraq war resolution by

arguing that the border between syria and iraq no longer economist in the real world so any war to defend iraq or to get the bad guys out of iraq, which is authorized in 2002 would necessarily extend into what is now a no man's land. you can do that, but the president, even though he might have the authority to go ahead and act unilaterally, it's constitutionally indecent. >> the two bushes, the one that did the first iraq war and the second iraq war, both tried to preserve the authority of the office saying i don't need the authorization that already exists but they went ahead and got it, that is the constitutionally correct thing to do. obama came up with a strategy, he's asking for the commitment of the nation into a war, the war which he won't even name is the operation, which is really a way of declaring, sort of ambivalent again. he's the one responsible for

bringing the resolution and g getting it done. he shouldn't wait for eelections, he always uses elections for reasons not to do things. >> it's important that president bush did get resolutionings on both those military actions. but the other thing is congress is dropping the ball. they're running scared, they're not pushing hard enough, they're not pushing to stay in town and debate authorization of military use because there's an election. there's the president, but congress bears a lot of responsibility in this. >> the one thing where we give the president a break, it's incumbent on obama to cool to congress and say this is the war i want to fight, now will you approve it? >> as opposed to letting congress have the keys. >> congress does not -- it's not correct to give the president

mi authority to do any number of things. >> there was an exchange at the pentagon today. the kbootings on the ground are going to be the peshmerga, the iraqi forces in iraq and the free syrian army in syria. today our correspondent at the pentagon jennifer griffin was asking the defense secretary about the free syrian army and who's running it. >> first of all, we're in the process of setting up the vetting system for those that we will begin training moderate up discussion syrian fighters. >> who is the head of that operation? >> we don't have a head of it. >> we don't have a head of it. charles, it's been 2 1/2 years since the beginning of this thing? >> it's precisely because it's been 2 1/2 years. it started out with some leadership, some inside syria, some outside syria and it was not led by doctors and pharmacists, it was led mostly by army officers who defected

from the assad regime, capable people, but we let them twist in the wind, obama did for two and a half years. they are now hugely on the defensive, they're being squeezed to death in their. they're scattered, they're disorganized, trying to start at zero where we had a place to start two years ago. >> we're going to let them pick the head of it. >> we step back, keep in mind it's also been more than two years since hillary clinton, leon panetta and david petraeus went to the president and said let's vet and train the free syrian army, and that president said no. >> train and equipping the steerian rebels was a convenient way for the president to say he got a vote and a convenient way for congress to say it did something without actually voting on anything meaningful. that's all that was.

so-called war on women as a way to summarize their cultural war and for republicans essentially accusing the democrats as they should and they ought to of waging a more on religion. sebelius vs. little sisters of the poor. lawsuit forcing nunns into giving contraception coverage. they ought to highlight that not to say conservatives are imposing religion. all they are asking for is the tolerance of others for religious practice. i think that could be a winning issue. >> at the same time, nina, there is a pew research poll out in the past couple of weeks about religious life and religion and american life. there you see the numbers. completely upside down as far as influence losing or gaining. >> what was interesting about this poll, bret, is that people as they are fearing that religion is losing influence. there is a growing support to see more churches and faith-based groups in

politics, which is an interesting trend. the other thing that you saw in that poll was that people are increasingly thinking this president is unfriendly to religion. they are sort of steady drive towards that. >> i think that if you look at conservative movement, the change for them is in the 80's, 90's, and the first half of the 2000s, they were with the culture war. since the second half of the 2000s the culture war has gone against them. charles makes a good point here, talk to voters in a way that can attract support. you want to focus on religious freedom and focus on a culture of life. old republican language for being pro-life on the issue of abortion. they have to dial down their public opposition that the sort of i have vitriol that they approach the same sex marriage with. they can continue to oppose it, but they have to be more welcoming to people who support same sex marriage. >> all right, quickly, down the row on kansas.

resignation of attorney general eric holder. depending on the successor, of course, holder is considered among banks as a shakedown artist. he has gone after them for 10s of billions of dollars. they feel like they were basically a gun put to their head and they had to pay this to keep peace with shareholders and consumers and move on. my loser of the week would be john boehner because, again, i think this was a time when you -- congress should be stepping up to the plate and should have a voice in military action in the middle east. >> i'm going to play a little small ball here compared to my colleagues. winner, cory guardner running for senate out in colorado. the polls are looking good for him especially like a strong candidate like mark udall, came out with a great ad, cousins, late father being in politics, very effective stuff. my loser for people who think congress is the most hapless organization in washington. i present to you the washington redskins lost twice in a week. looked worse thursday than they did sunday.
